We had client-side notification stacking in the tray since launch, but now we want to stack notifications in the notifications page, in API responses and in email bundles.
* Add reactions association to Card model
Adds `has_many :reactions` to Card, matching the implementation in Comment.
This allows cards to be reacted to directly with emoji reactions.
The association:
- Orders reactions chronologically
- Uses polymorphic `:reactable` interface
- Deletes reactions when card is destroyed
Includes test coverage for the new association.

Fixes two issues:
1. Reactions were duplicated each time a card was assigned because the
turbo stream replaced the meta div with the full perma/meta partial,
which included reactions outside the replaced element.
2. Draft cards incorrectly showed the boost button because the meta
partial was shared between published and draft containers.
Moving reactions to _container.html.erb (published cards only) fixes
both issues and keeps the meta partial focused on meta content.

User are marked as verified after a join code is redeemed. The user is
redirected to Users::VerificationsController, either:
- after submitting a valid magic link code,
- or immediately after redeeming the join code (if they're already
authenticated with the correct identity)
Account owners are automatically verified when the account is
created (because they have already provided a magic link code at that
point).
This sets up for later commits that will backfill existing users and
require verification before sending notification emails.

- Adds a button in Account Settings where you can request a ZIP export of your
Fizzy data
- Export files are created in the background. When ready, a link to
download them is sent to the requester.
- Exports expire after 24 hours. And are limited to 10 per day.
- `bin/setup` installs gitleaks
- add `gitleaks dir` command to CI
- configure gitleaks to ignore tmp, log, and encrypted files
- tag existing false positives with `gitleaks:allow`
- add historical false positives to the ignore list
Schema:
- add account_id to tables it was missing from

Note that I'm not adding account_id to the join tables primarily
because I couldn't think of an easy way to populate it without making
it a full Join model, and that was more work than I have time to take
on right now.
These are mainly because the fixture's UUIDs are deterministic rather
than time-sortable, and more places where we need to correct the fixture
IDs as well.
